      Maharashtra Plans to Tokenize Electricity Assets for Infrastructure Financing

      Maharashtra, the wealthiest state in India, is developing policies to tokenize its government assets, particularly focusing on power transmission infrastructure. The initiative aims to raise funds for the construction of new transmission lines and energy storage facilities. Praveen Pardeshi, Chief Economic Advisor to the Chief Minister and CEO of the Maharashtra Transformation Institute (MITRA), announced this plan during an exclusive event called "The Box Launch" at the Mumbai World Trade Center, organized by RealX and MST Blockchain.

      The proposed tokenization could allow for partial ownership of transmission lines, with investors potentially holding 40% to 50% of the tokens. These investors would receive a share of the revenue generated by Maharashtra Transco. The funds raised through token sales are intended to enhance the state’s grid capacity, which currently struggles to manage its surplus solar power. During peak hours, distribution companies face high costs of 16 to 18 rupees per unit, while surplus power is available on the exchange for only 2 paise per unit.

      Pardeshi also highlighted the concept of real estate tokenization, referencing the Mumbai Express Towers, which has been tokenized under a Real Estate Investment Trust (REIT) structure. He clarified that tokenization is not synonymous with privatization; rather, it enables broader public participation in the development of public assets. Furthermore, Maharashtra is in the process of drafting the Maharashtra Digital and Land Token Asset Trading Act (DELTA Act), which, if enacted, would make it the first state in India to legislate for blockchain-based property tokenization.
