      U.S. Agencies Accuse Chinese AI Companies of Illegal Data Practices

      The National Security Agency, the Federal Bureau of Investigation, and the Cybersecurity and Infrastructure Security Agency in the United States have released a joint report accusing six Chinese artificial intelligence companies, including DeepSeek and Alibaba, of engaging in illegal data practices. The report alleges that these companies have been batch calling outputs from advanced AI models such as Claude, GPT, Gemini, and Grok to train their own models since at least the end of 2024, involving millions of requests and billions of tokens.

      DeepSeek is specifically accused of utilizing multiple versions of the aforementioned models to generate training data for its own products, R1 and V3. Similarly, another company, Dark Side of the Moon, is said to have used Claude Fable 5 data to train its Kimi K3 model and GPT-4o data for Kimi K2. The report highlights that these companies have employed various methods to circumvent regional restrictions, including the use of multiple accounts and third-party API aggregators, which the U.S. agencies label as malicious distillation.

      The allegations raise significant concerns regarding intellectual property rights and the ethical use of AI technologies, as the U.S. government continues to scrutinize foreign entities involved in the AI sector. This report adds to the growing tension between the United States and China over technology and cybersecurity issues.
