Vitalik Buterin Explained How Ethereum Prepares to Scale Using New Transaction Model
- Buterin named Ethereum’s main scaling problem and explained how EIP-8141 will solve it.

Ethereum co-founder Vitalik Buterin published an explainer on the new EIP-8141 (Frame Transaction) transaction format, which could become the foundation for further network scaling. According to him, recent research into transaction formats — including EIP-8141, UTXO, PBT, keyed nonces, and a recursive STARK mempool — has made it possible to split transactions into actions and dependencies, opening the door to processing them separately and in parallel.

Buterin stressed that this change is part of Ethereum’s broader shift away from a model where transaction execution is mostly sequential, toward an architecture designed for scaling while preserving decentralization.
EIP-8141 Splits Transaction Actions and Dependencies
According to Buterin, one positive outcome of the latest research is a much clearer understanding of what elements a transaction consists of.
He defines an action as the effect a transaction has on the network. For example, an Ethereum transfer is an action. A dependency is a condition that must be met for the transaction to remain valid.
Buterin lists the following as dependencies, among others:
- A digital signature
- A Merkle proof for UTXO
- ZK-SNARK or STARK proofs
- Network state data required to verify the transaction
“Dependencies can be processed in parallel,” Buterin explained.
In his view, dependencies tied to network state can be analyzed at the mempool level, especially if the specific state data a transaction touches is declared in advance. At the same time, dependencies that do not interact with state can potentially be verified once at the mempool level and then replaced with a STARK proof going forward.
As Buterin envisions it, this would not only speed up execution, but in some cases also make it possible not to process — or even transmit — part of the data after its correctness has already been proven.
EIP-8141 itself proposes a new transaction type in which a transaction is broken down into a sequence of contract calls responsible for validation, gas payment, and executing the user’s operations.
Ethereum Wants to Combine Flexibility With Scalability
Buterin noted that in 2015, Ethereum did not need such a detailed separation of different types of transactional operations. The network processed a relatively small number of transactions, and sequential execution was sufficient.
However, Ethereum’s modern scaling strategy, he said, requires moving away from that approach.
“Ethereum is beloved by many developers because the execution and state model is so dynamic and flexible. But dynamic and flexible is not friendly to scaling,” Buterin wrote.
At the same time, he believes that more than 90% of Ethereum activity by volume does not require that level of dynamism. Therefore, in his view, the protocol should force contracts, accounts, and transactions to more clearly define which parts of their operations are dynamic and which can be analyzed statically.
For the latter, lower gas fees can be applied, creating an economic incentive to use operations that are easier to scale.
Buterin describes this approach as combining the best properties of early Ethereum with a model closer to bitcoin. According to him, bitcoin has effectively used what he calls account abstraction from the very beginning.
In this concept, new state types, keyed nonces, and a recursive STARK mempool should all work in the same direction — reducing network load and making it more suitable for scaling.
EIP-8141 Could Become the Foundation for Ethereum’s Next Phase
Buterin ties these developments directly to EIP-8141. In his view, a universal transaction format is a natural interface on top of which future protocol generalizations can be implemented.
“So in that sense, 8141 done well is not just a culmination of 10 years of account abstraction work, it’s also preparation for the next few years of responsible decentralization-friendly hyper-scaling,” he said.
EIP-8141 also provides for support for alternative ways to pay fees without centralized intermediaries, and decoupling accounts from specific ECDSA keys, laying the groundwork for replacing them and using new signature schemes.
According to Buterin, this allows Ethereum to gradually move from a universal, but hard-to-scale model to an architecture in which simpler and more statically analyzable operations are prioritized in terms of cost and scalability.
