Bitcoin OP_RETURN Outputs Approach 700,000 as Data-Embedding Protocols Gain Traction

Bitcoin's blockchain is increasingly being utilized for data storage rather than traditional payments, with OP_RETURN outputs nearing 700,000, marking a significant rise in usage. This trend is largely attributed to the Runes protocol, which allows users to embed token data directly onto Bitcoin's base layer, transforming the network into a platform for data-heavy micro-transactions.

The surge in OP_RETURN activity follows the release of Bitcoin Core v30 on October 10, 2025, which significantly relaxed previous restrictions. The update raised the default relay policy limit for OP_RETURN data from 83 bytes to approximately 100 kilobytes, allowing multiple OP_RETURN outputs in a single transaction, a major increase from the previous limit of one output per transaction.

As a result, daily Bitcoin transaction counts have peaked above 800,000, the highest since late 2024, with around 80% of these transactions being micro-transactions valued at less than 0.01 BTC. Despite a peak in mempool congestion of about 128,000 pending transactions in June 2026, median transaction fees have remained low due to the nature of these OP_RETURN-heavy transactions, which do not compete aggressively for blockspace.

The growing use of OP_RETURN has sparked discussions within the Bitcoin community about the future of blockspace allocation. A proposal known as BIP-110 is currently under consideration, aiming to formalize rules regarding transaction prioritization and blockspace usage, reflecting a divide over whether the network should focus on monetary transfers or accommodate the rising demand for data storage.
