Republicans Reject Democrats’ CLARITY Act Counteroffer as 60-Vote Outcome Remains Uncertain According to Punchbowl News and Crypto In America, Senate Republicans rejected Democrats’ latest CLARITY Act counterproposal ahead of Tuesday’s 2:15 p.m. ET cloture vote, which requires 60 votes to advance. Democrats sought tighter ethics rules, narrower BRCA developer protections and stronger conflict-of-interest provisions, while leaving stablecoin yield largely unchanged. Republicans say their latest text already includes 126 substantive Democratic changes and call it their “last, best and final offer.” The vote count remains uncertain.
