Apple Introduces New Fee Structure for Alternative App Stores in EU
Apple has announced a significant change to its fee structure for developers distributing apps outside its App Store in the European Union. Starting January 1, 2026, the company will implement a flat 5% Core Technology Commission on digital goods and services sold through alternative marketplaces and web distribution channels. This new model replaces the previous per-install fee system, which had been criticized for its complexity and unpredictability, particularly for developers with large free user bases.
The previous fee structure imposed a per-install charge in addition to other commissions, leading to a layered cost system that many developers found financially burdensome. Apple stated that under the old model, most developers were effectively paying less than 1% in total fees. The updated Developer Program License Agreement, which formalizes this new fee structure, was revised on August 18, 2026, following pressure from the EU's Digital Markets Act (DMA).
The DMA designates certain large platforms as 'gatekeepers' and imposes obligations on how they interact with competing services and developers. Apple was classified as a gatekeeper for its iOS operating system and App Store, facing potential fines for non-compliance. The European Commission had previously criticized Apple's original alternative distribution framework as a form of 'malicious compliance,' which led to the overhaul of the fee structure.
For developers, particularly smaller ones, the new 5% fee represents a more manageable cost compared to the previous model. However, it is important to note that this fee is in addition to any charges imposed by third-party marketplace operators, which could still impact overall profitability. For Apple, the change could affect its revenue per transaction, as developers may opt for alternative marketplaces with lower fees, potentially reducing the company's earnings from App Store transactions.
