      Canada's Banking Regulator Supports Tokenized Deposits to Foster Fintech Innovation

      Canada's Office of the Superintendent of Financial Institutions (OSFI) has expressed its support for innovation in the financial sector, particularly regarding tokenized deposits. In a statement released on September 10, 2026, OSFI clarified that tokenized and digitally represented deposits are not legally distinct from traditional deposits, which may encourage banks to adapt to the evolving regulatory landscape.

      OSFI emphasized a technology-neutral approach, focusing on the nature of financial products and services rather than their delivery methods. The regulator highlighted that financial institutions must ensure compliance with applicable laws and regulations, especially when third parties are involved in their operations. Institutions are also expected to adhere to guidance related to technology, cyber, and third-party risks.

      The regulator advised financial institutions to consult with their OSFI lead supervisors prior to launching new products or services and to seek legal counsel when necessary. This clarification aims to provide greater certainty as digital financial technologies pave the way for innovative offerings like tokenized deposits.
