India's Finance Minister Advocates for Faster Adoption of Digital Rupee

India's Finance Minister Nirmala Sitharaman has urged the Reserve Bank of India (RBI) to accelerate the adoption of the central bank digital currency (CBDC), known as the digital rupee, during her address at the Global Fintech Fest in Mumbai on September 11, 2026. She emphasized the importance of expanding both wholesale and retail digital rupee pilots, highlighting the potential benefits of tokenisation and same-day settlement in financial transactions.

Sitharaman pointed out the critical role of CBDCs in India's financial infrastructure, particularly in facilitating transactions involving tokenized assets. She noted that the digital rupee should streamline the payment process when purchasing tokenized bonds, ensuring that the asset and payment move simultaneously without the delays typically caused by intermediaries. This call for urgency follows REC Limited's successful pilot of India's first tokenized corporate bond, which achieved same-day settlement under the regulatory oversight of the Securities and Exchange Board of India (SEBI).

The RBI has been conducting digital rupee pilots for several years, exploring various use cases including live transactions and programmable welfare applications. However, the adoption of the digital rupee has been limited, as consumers have yet to find compelling reasons to transition from existing payment systems like the Unified Payments Interface (UPI). Sitharaman's remarks signal a shift in government policy, indicating that the expansion of CBDCs is a priority for the Indian government, rather than merely a project for the central bank.

The collaboration between the RBI and SEBI on the bond pilot illustrates a coordinated approach to regulatory oversight in India's complex financial landscape. Sitharaman's speech aims to further align these regulatory bodies, reinforcing the government's commitment to advancing the digital rupee as a key component of the nation's financial strategy.
