      Coinbase CEO Highlights Support for Crypto Clarity Act Among Banks

      Brian Armstrong, CEO of Coinbase, has stated that most banks view the Digital Asset Market Clarity Act as a positive development, despite public opposition from some banking trade groups. At the World Liberty Forum in February 2026, Armstrong emphasized the distinction between the views of banking lobbyists and the actions of individual banks, which he claims are actively building crypto infrastructure.

      The Senate Banking Committee advanced the CLARITY Act with a bipartisan vote of 15-9 in May 2026, following negotiations over stablecoin rewards. The legislation aims to clarify regulatory oversight of digital assets by dividing responsibilities between the SEC and the CFTC, and it also sets the stage for stablecoin regulations under the GENIUS Act. Armstrong indicated that the bill could be voted on by September 15, 2026.

      However, not all banking leaders share Armstrong's optimism. JPMorgan CEO Jamie Dimon publicly challenged Armstrong's assessment of bank sentiment, asserting that banks do not support the bill in the same manner. Despite this, the backing from the Trump administration and the bipartisan support that helped the bill clear committee suggest a significant shift in the regulatory landscape for digital assets.
