US-China Commission Report Highlights China's AI Advantage Through Data Dominance

The US-China Economic and Security Review Commission has released a report emphasizing that China's advantage in artificial intelligence (AI) stems from its vast data resources rather than just processing power. The report, titled "Two Loops: How China’s Open AI Strategy Reinforces Its Industrial Dominance," argues that US export controls on chip technology may not effectively address the core issue of China's AI capabilities.

Authored by Senior Policy Analyst Ngor Luong, the report outlines a framework of two feedback loops that enhance China's AI development. The first, termed the "digital loop," involves the proliferation of open-source AI models, such as Alibaba's Qwen series, which have led to the creation of over 100,000 derivative models. These models generate new use cases and data, which in turn improve the original models. The second loop, the "physical loop," highlights how China's extensive manufacturing sector produces specialized operational data, crucial for refining AI applications.

The report critiques the US strategy of imposing export controls on advanced AI training chips, initiated in 2022, suggesting that this approach overlooks the demand side of AI development. While chip availability is a concern, the deployment of existing models across China's industrial landscape generates significant feedback data that can enhance AI capabilities over time. Furthermore, the Chinese government has classified data as a "factor of production," indicating strong state support for data generation and collection.

As the US intensifies its scrutiny of Chinese AI initiatives, the report underscores the need for a more comprehensive strategy that addresses both supply and demand aspects of AI development. The findings suggest that Washington is beginning to recognize the limitations of its current approach in the face of China's growing industrial and data-driven advantages.
