      American Reserve Modernization Act of 2026 Advances to Committee Markup

      The House Financial Services Committee is set to conduct a markup of the American Reserve Modernization Act of 2026 (ARMA) on September 16, 2026. If approved, the bill will progress to the full House for further consideration. This legislation represents a significant step toward institutionalizing Bitcoin as a permanent asset on the federal balance sheet.

      Introduced on May 21, 2026, by Representative Nick Begich from Alaska and co-led by Representative Jared Golden from Maine, ARMA has garnered support from over 20 bipartisan co-sponsors. The bill aims to consolidate all federally held Bitcoin, primarily acquired through civil and criminal asset forfeitures, into a centralized treasury account with a mandatory 20-year holding period, preventing any sale or liquidation of these assets during that time.

      To enhance transparency, ARMA mandates quarterly public Proof-of-Reserve audits, requiring cryptographic attestations and third-party verifications. This allows for independent verification of the government's Bitcoin holdings. Additionally, the legislation prohibits funding the reserve through new taxes or government borrowing, ensuring that only previously seized assets can contribute to the Bitcoin reserve.

      The framework for ARMA was initially established by an executive order signed by President Trump on March 6, 2025, which aimed to create a Strategic Bitcoin Reserve. Historically, U.S. agencies like the Marshals Service have auctioned off seized cryptocurrencies, but ARMA seeks to replace this practice with a long-term holding strategy.
