Robinhood Faces Regulatory Challenges in Prediction Markets Expansion

Robinhood Markets, Inc. is encountering significant regulatory hurdles as it seeks to expand its prediction markets business. Recently, Connecticut's gaming regulators ordered Robinhood and eight other platforms to cease offering sports event contracts to residents, citing violations of state gaming and unfair-trade laws. The state has also issued nearly 30 subpoenas as part of a broader investigation, warning that non-compliance could lead to civil or criminal penalties. This follows a federal court ruling in August that deemed sports event contracts as illegal unlicensed gambling, which are not protected under federal commodities law.

In Michigan, Robinhood has also faced restrictions. A court-approved agreement requires the company to stop offering new sports-related event contracts by September 9, 2026, and to close existing customer positions by October 9, 2026. These restrictions apply to contracts traded on CFTC-regulated designated contract markets, including Kalshi and Robinhood-backed Rothera. Despite these setbacks, Robinhood reported a substantial increase in event contract revenues, generating $156 million in the second quarter of 2026, which is more than ten times the revenue from the same period last year.

The regulatory challenges in Connecticut and Michigan could hinder Robinhood's growth in the prediction markets sector, potentially increasing compliance costs and limiting market access. However, the company remains focused on its nationwide expansion efforts. In a competitive landscape, Robinhood is vying for market share against firms like Interactive Brokers and Coinbase Global, both of which are also enhancing their prediction market offerings. As Robinhood navigates these regulatory waters, the future of its prediction markets business remains uncertain.
