      U.S. House Financial Services Committee to Review Strategic Bitcoin Reserve Bill

      The House Financial Services Committee is set to review H.R. 8957, the American Reserve Modernization Act of 2026, on September 16. This legislation aims to establish a Strategic Bitcoin Reserve managed by the U.S. Department of the Treasury, transitioning an executive order into formal federal law. Introduced by Representative Nick Begich from Alaska, the bill has garnered support from over 20 co-sponsors, including Democratic Representative Jared Golden from Maine.

      The proposed law mandates a 20-year lockup on all Bitcoin held in the reserve, prohibiting any trades, swaps, or sales during this period. Additionally, it requires quarterly audits by third-party firms to ensure transparency regarding the reserve's holdings. The Treasury would be tasked with creating secure storage for the Bitcoin within 180 days of the bill's enactment, primarily utilizing Bitcoin seized through criminal and civil forfeitures, thus avoiding new market purchases or taxpayer expenditures.

      This legislation builds upon a March 2025 executive order from former President Trump, which initiated the consolidation of seized Bitcoin into a single reserve and established a 20-year prohibition on selling these assets. The bill also introduces a new category called the Digital Asset Stockpile for non-Bitcoin digital assets, recognizing the government's holdings of various digital tokens that require distinct governance.

      While the markup is a committee-level event and not a final vote, the bill must still pass the full House, navigate Senate deliberations, and receive presidential approval. The 20-year lockup is expected to significantly impact Bitcoin's supply dynamics, effectively removing a portion of the total supply from circulation and potentially influencing market scarcity calculations.
