      Political Changes May Enhance Support for CLARITY Act Ahead of Senate Vote

      Wall Street research firm Bernstein has indicated a significant shift in the political landscape regarding the CLARITY Act, a comprehensive digital asset regulatory bill poised for a Senate cloture vote. Analysts led by Gautam Chhugani suggest that the inclusion of new ethics provisions and concessions related to stablecoins in the final draft could attract enough Democratic support to advance the legislation.

      The updated CLARITY Act spans 635 pages and incorporates 126 substantive changes requested by Democratic lawmakers. This follows a bipartisan vote in May 2026 by the Senate Banking Committee, which approved the bill by a margin of 15-9. The most notable addition addresses potential conflicts of interest among senior government officials, prohibiting them from holding significant equity interests in businesses that issue tokens unless they divest or place assets in a blind trust.

      The stablecoin provisions are also critical, introducing a mechanism described by Bernstein as a Treasury 'circuit-breaker' to regulate yield practices that could lead to deposit outflows from community banks. The bill specifies that stablecoin issuers can only offer activity-based rewards, requiring users to engage in specific actions rather than simply earning interest on deposited funds.

      Following the release of the final draft, prediction markets have adjusted their expectations for the bill's chances, with support odds rising above 30%. This marks a notable increase in confidence compared to prior to the announcement of the concessions. The upcoming vote will determine if these changes are sufficient to secure the necessary 60 votes for cloture in the Senate.
