      South Korea's Budget Office Reports Potential Savings from Stablecoins for Merchants

      The National Assembly Budget Office of South Korea has published a report indicating that the adoption of stablecoins could lead to significant savings for local merchants. The report estimates that South Korean businesses could save between 370 billion and 5.15 trillion Korean won, equivalent to approximately 275 million to 3.8 billion USD, in payment processing fees annually.

      However, the report also raises concerns about the potential risks associated with the widespread use of stablecoins. It warns that such adoption could diminish the role of banks as credit intermediaries and may lead to instability in token pegs during large-scale redemptions. To mitigate these risks, the report recommends implementing reserve requirements, limiting rewards associated with stablecoins, and enhancing regulatory oversight of tokens that could pose threats to financial stability.

      The report highlights a divergence in views between the Bank of Korea and the Financial Services Commission regarding the issuance of stablecoins. The Bank of Korea advocates for a model where bank-controlled issuers hold at least 51% of issuance rights, while the Financial Services Commission cautions that excessive restrictions could stifle innovation. Additionally, South Korea is set to expand the scope of tokenized securities by February 2027, with plans to integrate blockchain-based securities markets with stablecoin payment systems.
