      Bitwise CIO Remains Optimistic on Crypto Market Despite CLARITY Act Setback

      Matt Hougan, Chief Investment Officer at Bitwise, expressed confidence that the recent failure of the CLARITY Act in the U.S. Senate will not hinder the ongoing bull market in cryptocurrencies. The Senate voted 49 to 50 against advancing the Digital Asset Market Clarity Act, which required 60 votes to proceed. Despite this setback, Hougan noted that Bitcoin has continued to perform well, rising from $57,950 on July 1 to over $80,000 by September 4, indicating that the market is not reliant on the legislation's passage.

      Hougan pointed out that as the likelihood of the CLARITY Act becoming law diminished—from 39% to 18%—Bitcoin's price surged, suggesting that the market's momentum is driven by factors beyond legislative developments. He highlighted that major financial institutions have been actively expanding their crypto offerings, with Robinhood launching its own blockchain and Morgan Stanley introducing exchange-traded products for Ethereum and Solana.

      Following the Senate vote, the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) are expected to take a more prominent role in regulating the crypto market. The SEC has proposed new regulations for crypto assets and recently approved a temporary Innovation Exemption to facilitate on-chain trading of tokenized U.S. stocks. CFTC Chair Michael Selig indicated that the agency is ready to implement crypto market structure rules using its existing authority if further legislation does not progress. Despite a slight decline in Bitcoin's price following the vote, Hougan views the situation as a temporary hurdle rather than a significant threat to the overall market trajectory.
