Wyoming Stable Token Commission Switches to Chainlink CCIP Citing Security Concerns with LayerZero

The Wyoming Stable Token Commission has announced the transition of its state-issued FRNT stable token from LayerZero to Chainlink's Cross Chain Interoperability Protocol (CCIP) following a security review that identified multiple operational failures at LayerZero Labs. This decision comes in the wake of a significant security breach involving LayerZero, where attackers linked to North Korea exploited vulnerabilities, resulting in a loss of $292 million from KelpDAO.

The Commission's review highlighted serious issues related to access controls, private key management, and inadequate incident disclosures. It was found that LayerZero Labs failed to transfer production authorization to the Commission and did not maintain proper control over a critical private key associated with the live FRNT deployment. As a result, the Commission determined that LayerZero could not meet the necessary security standards for infrastructure supporting a state-backed digital asset.

FRNT, recognized as the first state-issued US dollar-backed stable token in the United States, operates across eight major blockchain networks. The Commission emphasized the importance of the bridge used for asset movement between these networks as a vital component of the financial infrastructure supporting the token. After careful evaluation, Chainlink CCIP was selected as the exclusive cross-chain infrastructure for FRNT, meeting the Commission's stringent security requirements due to its decentralized network of independent node operators and robust security features.

The decision to migrate to Chainlink CCIP reflects Wyoming's commitment to establishing higher security standards for government-backed digital assets. The assessment was presented by the Commission's Chief Information Security Officer, outlining the security criteria expected from cross-chain infrastructure providers.
