      Circle CEO Claims Progress on CLARITY Act Amid Market Uncertainty

      Jeremy Allaire, CEO of Circle Internet Group Inc., stated that discussions surrounding the CLARITY Act are nearing resolution, with progress reported at approximately 90%. This statement follows a recent Senate vote that failed to advance the bill, which is crucial for defining the regulatory framework for digital assets in the United States. The bill's defeat has negatively impacted crypto stocks, including a notable decline in Circle's shares by 8.9% and a 5.9% drop for Coinbase Global Inc.

      The CLARITY Act aims to clarify the classification of digital assets as either securities or commodities, a critical issue for companies like Coinbase and Robinhood Markets Inc., which have expanded their operations in the crypto space. The uncertainty surrounding these classifications has left many crypto trading platforms without a clear federal registration path. In contrast, Circle has already established federal rules for stablecoins through the GENIUS Act, which was enacted last year.

      Despite the setback, some lawmakers remain optimistic about the bill's future. Senator Angela Alsobrooks, a supporter of the CLARITY Act, indicated that a deal is still possible, while Republican Senator Cynthia Lummis expressed frustration over ongoing demands from Democrats. A second vote on the bill could occur, as Senator Thom Tillis has indicated a willingness to reconsider the matter, emphasizing the bipartisan progress made thus far. Meanwhile, prediction markets reflect a low probability of the bill's passage, with Polymarket assigning only a 7% chance for 2026.
