      Michael Saylor Claims Stalled CLARITY Act Could Boost Bitcoin Investment

      Michael Saylor, executive chairman of Strategy Inc., has suggested that the recent failure of the U.S. Senate to pass the CLARITY Act may inadvertently benefit Bitcoin by attracting more institutional investment. On September 16, 2026, Saylor expressed his views on social media, arguing that the current regulatory environment, despite lacking new legislation, allows existing regulators like the SEC and CFTC to effectively manage digital assets without the risk of potentially harmful new rules.

      The Senate's attempt to advance the CLARITY Act, which aimed to clarify the jurisdictional roles of the SEC and CFTC over digital assets, fell short on September 15, 2026, with a vote of 49-50. The bill had previously gained bipartisan support in the House and was moved forward by the Senate Banking Committee, but stalled due to disagreements over stablecoin provisions and ethics requirements.

      Saylor, whose company holds a significant Bitcoin position of 845,050 BTC valued at approximately $63.73 billion, believes that the absence of the CLARITY Act could lead banks to expand their Bitcoin-related services. He also referenced the ongoing progress of the GENIUS Act, which focuses on stablecoin regulation, indicating that Congress can still advance specific crypto policies even when broader reforms face challenges.
